AIxPA – Artificial Intelligence
for Public Administration
The AIxPA project aims to create a tailor-made Artificial Intelligence solution for public administrations, promoting its structural adoption and overcoming the fragmented use of AI. The solution developed allows for the enhancement of available data, the extraction of knowledge to support decision-making processes, the improvement of service efficiency and the optimisation of internal processes, accelerating digital transformation. Everything is done in full compliance with ethical values and current legislation, ensuring the responsible use of data and citizens’ rights.
AIxPA creates an integrated ecosystem of innovation, which includes technological and methodological tools, training, operational processes, ethical guidelines and training kits. Thanks to this approach, public administrations can analyse complex systems, support decisions with predictions based on digital twins and improve interaction with citizens and businesses, making it more effective and inclusive.

The project consists of three fundamental elements that work in synergy and complement each other:
Platform
Design, development, deployment and implementation of a technology and application platform based on AI techniques to provide modelling, analysis, simulation and decision-making tools, and a set of reusable software components, datasets and templates aimed at facilitating and supporting the creation and adoption of AI solutions based on the platform by the public administration.
Use cases
Identification of areas of interest and significant use cases for AI solutions capable of creating a positive impact on public administration, citizens and businesses, covering the domains of Territory and Production.
Ethics & Innovation
At AIxPA, ethics is not an abstract principle, but a concrete way of designing and using artificial intelligence in public administration.
Each experiment was accompanied by an ethical and legal assessment process, involving officials and researchers to analyse data, algorithms and social impacts.
The aim is to promote the transparent, fair and public-good-oriented use of AI, capable of strengthening trust and awareness within institutions.
An Artificial Intelligence platform tailored for public administration, which transforms data into efficient decisions and services, ensuring reuse, data governance and compliance with ethical values.
AIxPA has developed a platform for the development and execution of AI applications that allows for the automation of various routine tasks necessary for the development of AI applications, which can be standardised without compromising the flexibility of the applications themselves. This reduces development times and standardises the operating environment in which AI applications are executed.
The platform provides “AI Management” functionalities (e.g., monitoring, analysis, verification, reporting) and general AI functionalities for the PA domain (e.g., specialised Large Language Models, classification algorithms, territory analysis tools, decision support tools).
The platform is cloud-native, scalable, flexible, portable and ensures high standards of security in data management, traceability in the implementation of solutions and support for heterogeneous environments and distributed processing.
In addition to the technology platform, the project has developed a set of solutions, tools, and libraries (AI Toolbox) to help public administrations produce AI-based solutions.
Software libraries have been implemented that enable the creation of functionalities and operations for specific domains, components for ML models, datasets to carry out necessary activities within an AI solution, prototypes to be adapted to specific contexts or scenarios (AI Product Template), and final solutions for direct use (AI Product).
The platform and AI Toolbox code is free and open source, in order to facilitate the reuse of the platform, following AgID guidelines. The repositories are available under an “Apache Licence 2.0” licence under a single project organisation on GitHub
The project explores concrete use cases in public administration to verify the effectiveness of artificial intelligence solutions. Each case stems from a participatory approach that focuses on user values and needs, ensuring ethical, effective and people-oriented technologies.
Work-life balance and family policies
AIxPA works alongside local councils and businesses to develop family-friendly policies.
Digital assistants analyse needs, propose solutions and assess impacts.
The aim is to communicate the social and strategic value of AI in local contexts.
Sustainable and conscious tourism
AIxPA for more sustainable and conscious tourism.
From data to territories: managing flows, improving the experience, protecting the environment.
Objective: to enhance the use of AI in the management of tourist flows.
Extreme events and GEOAI
AIxPA to respond to extreme events promptly and accurately.
Satellite imagery and AI to map damage and support interventions.
Objective: to emphasise responsiveness and effectiveness in the aftermath of an event.

Management Training
The seminar aims to raise awareness among management about the strategic value of data and
artificial intelligence, provide an introduction to the AIxPA technology platform and its features, share concrete use cases illustrating their construction methodologies and decision-making logic, and introduce the ethical framework associated with the adoption of the platform and the use of AI in the public administration.

AIxPA among the winners of the “Augmented PA”award
An important recognition at ForumPA 2025 for the project led by the Autonomous Province of Trento, with FBK as a key research partner. The goal: not an occasional but a structural adoption of artificial intelligence within the public administration system, particularly to support decision-making processes.
